Job Summary

The Federal IT Cooperation (FITKO) is seeking an experienced Portfolio Manager to strategically guide the implementation of the Federal Digital Strategy under the direction of the IT Planning Council. This crucial role involves developing and managing the strategic project portfolio, ensuring alignment with political objectives, and establishing robust steering mechanisms like prioritization, monitoring, and reporting. Day-to-day, you will analyze dependencies, risks, resources, and impact of complex projects—ideally those related to IT—and prepare actionable recommendations for federal committees and FITKO leadership. You will also actively contribute to the continuous development of internal portfolio and steering processes (including capacity management and controlling). This is an opportunity to shape Germany's digital administration in an agile, values-based public sector environment, offering an unlimited contract and flexible working conditions.

Required Skills

Education

Completed university degree (Master's, University Diploma, 2nd State Examination) in Economics, Business or Administrative Informatics, Social Sciences, Humanities, Natural Sciences, or Engineering; alternatively, equivalent, relevant, and demonstrable skills and qualifications at Master's level.

Experience

  • Minimum 4 years of experience in portfolio management in administration, consulting, business, or academia
  • Experience gaining insights into the steering of complex projects, ideally related to IT projects or product development
  • Experience in introducing and developing steering and business processes (e.g., in public administration)
  • Professional experience working within administrative and federal structures
  • Experience with the technical/professional leadership of project teams (desirable)
  • Experience collaborating with political committees or in politically influenced decision-making environments (advantageous)
