Job Summary

This role involves serving as a Budget, Controlling, and Finance Officer within the Ministry for Homeland, Municipal Affairs, Building, and Digitalization of North Rhine-Westphalia. The successful candidate will be responsible for managing all aspects of the Ministry's budgetary, treasury, and accounting systems (both cameral and double-entry), including preparing and executing the budget plan (EP 08) and financial planning. Key tasks include representing the department management, acting as deputy budget commissioner, overseeing budget execution, and managing grant controlling. The position requires deep knowledge of public budget and grant law, significant experience in public administration, and familiarity with SAP software, specifically supporting the migration from SAP ERP to SAP S/4HANA. This is a crucial, permanent position focused on high-level financial administration and process digitalization within a state ministry.

Required Skills

Education

Completed scientific university degree (Master, Magister, or University Diploma) in Economics, Business Informatics, Accounting, or a comparable field; OR qualification for the career path Group 2, second entry level of general administrative service; OR successful completion of modular qualification according to § 25 LVO NRW.

Experience

  • Approximately 3 years of professional experience in public administration
  • In-depth knowledge of budget, treasury, and grant law and public business administration
  • Experience in controlling and reporting
  • Several years of experience in project work
  • Experience using SAP software, preferably EPOS.NRW
  • Experience in process digitalization
