Job Summary
This role within the Municipal Personnel Service department of the Communal Supply Association of Baden-Württemberg (KVBW) focuses on critical financial and organizational governance tasks in Karlsruhe. The specialist will be responsible for ensuring economic efficiency and identifying growth potential through comprehensive performance management. Key daily duties include generating regular reports, such as quarterly and annual business report contributions, managing revenue assurance, and handling invoicing. A core component of the job involves developing and maintaining relevant key performance indicators (KPIs) and driving efficiency improvements through business process optimization. Furthermore, the specialist will actively participate in and lead project groups, alongside processing membership admissions and terminations. The ideal candidate holds a degree in public administration or a comparable field, or possesses relevant vocational training combined with advanced administrative qualifications. Success in this position requires strong analytical skills, particularly in KPI analysis, high commitment, and excellent teamwork abilities. The position offers intensive onboarding, continuous professional development, and the flexibility of partial home office work after the initial training phase.
Required Skills
Education
Completed degree in senior non-technical administrative service or a comparable university degree; alternatively, completed vocational training as an administrative specialist or comparable qualification combined with an advanced certification (e.g., Certified Administrative Specialist), or willingness to obtain such certification.
Experience
- Professional knowledge in Key Performance Indicator (KPI) analysis

- Experience in project participation and leadership
