Job Summary
The City of Wipperfürth is seeking a dynamic and experienced leader to head their Internal Services and Change Management department. This pivotal role involves overseeing critical administrative functions, including the Mayor's Office, HR, IT, and digitalization initiatives. The successful candidate will drive the strategic development of organizational structures, optimize processes, and lead the digital transformation of the administration. They will be responsible for budget planning, project implementation, and fostering a motivated team of 28 employees. This position offers a unique opportunity to shape the future of a vibrant city, working closely with the Mayor and political bodies to ensure efficient public service delivery and promote a culture of innovation and continuous improvement.
Required Skills
Education
Qualification for the higher non-technical service (2nd entry level of career group 2) AND systemic additional qualification in process and change management (at least one-year systemic coaching training from a certified institute) OR Completed university degree (Diploma or Master) with a focus on Human Resources and Organizational Development, preferably in Administrative Sciences/Public Management, Business Administration, Psychology, with in-depth knowledge of work and organizational psychology, AND systemic additional qualification in process and change management (at least one-year systemic coaching training from a certified institute)
Experience
- Long-term practical professional and leadership experience in a tariff-bound environment
- Foundational conceptual knowledge and experience in strategic and practical process and change management
- Experience in project steering using diagnostic methods and techniques in personnel leadership, personnel and organizational development, and conflict consulting
