Job Summary

The Hanseatic City of Wipperfürth is seeking a Head of Human Resources and Organization to drive organizational restructuring and digital transformation within the city administration. This pivotal leadership role reports directly to the Head of Internal Services and Change Management and involves both strategic steering and operational tasks. Key responsibilities include comprehensive personnel management (recruiting, payroll, development, labor law), establishing robust HR controlling, and leading organizational development initiatives to optimize structural and procedural organization. The successful candidate will lead a team of seven, manage internal and cross-departmental projects, and act as a constructive liaison, requiring strong social competencies, strategic thinking, and integrity in handling sensitive personnel matters. Required Skills

Education

Required qualification for career group 2.1 of the general administrative service (e.g., Bachelor of Laws, Public Management, or Diploma in Administration (FH)), or successful completion of Administrative Course II, or a comparable degree in Business Administration or Business Psychology (Diploma (FH) or Bachelor). Degree must be relevant to communal or state administration.

Experience

  • Several years of practical professional and leadership experience in Human Resources Management
  • Experience in Personnel and Organizational Development
  • Experience in a tariff-bound environment (ideally public sector)
  • Experience with system-based additional qualifications or willingness to obtain them
