Job Summary

This role involves technical and administrative oversight within the 'Surface Water and Groundwater' team for the City of Aachen. As a Technical Officer, you will be responsible for managing permit and licensing procedures for water management projects, including technical and legal assessments of water withdrawals and discharges. Day-to-day tasks include conducting on-site inspections in water protection and flood areas, providing expert advice to applicants, and performing water maintenance duties for surface waters under the city's jurisdiction. You will also participate in the environmental emergency standby service for oil and toxic spill alerts. This position is ideal for an engineering or natural science professional who enjoys a mix of office-based legal/technical work and field-based inspections. The role offers the security of public service employment (TVöD E11/A12) with a strong focus on environmental preservation and public health in a historic city known for its thermal springs.

Required Skills

Education

University degree (Bachelor, Diploma, or equivalent) in a relevant engineering or natural science field such as Environmental Engineering, Civil Engineering, Geosciences, Chemical Engineering, Process Engineering, Mechanical Engineering, Chemistry, or Physics; or eligibility for the higher technical administrative service.

Experience

  • Professional experience in environmental or water management within a public authority or government agency is preferred
  • Experience in processing permit and licensing procedures for water management projects
  • Proven experience in conducting technical on-site inspections and field assessments
  • Experience in handling legal and technical reviews of water-related infrastructure

Additional

  • Valid Class B driver's license required. Must be willing to participate in on-call standby duty for environmental emergencies (oil and toxic alerts). Must be available for field appointments and site visits, including occasional work outside standard hours or on weekends.
