Job Summary

This role involves leading the 'General Regulatory Affairs' team within the Public Order Department for the City of Herne. As the Team Lead, you will be responsible for coordinating workflows and making critical decisions regarding public safety, order, and administrative procedures. Day-to-day tasks include managing partnerships with the police, overseeing matters related to the Prostitute Protection Act, coordinating ordnance disposal (bomb disposal), and managing 'problem properties.' You will lead through goal setting and ensure the implementation of changing legal requirements. This position is unique for its high level of responsibility in diverse areas such as explosives law and youth protection. Required Skills

Education

Successful completion of the Administrative Training Course II (Angestelltenlehrgang II) or a degree qualifying for the higher general administrative service in North Rhine-Westphalia.

Experience

  • Professional experience in non-technical administrative service at the A11/E10 level
  • Several years of experience in the field of regulatory law (Ordnungsrecht) preferred
  • Experience in handling sensitive citizen interactions and conflict resolution
  • Experience in leading teams through goal-setting agreements
  • Experience in coordinating inter-agency cooperation (e.g., with police forces)

Additional

  • Willingness to participate in on-call duty (7 days/week outside regular hours) and irregular weekend shifts for emergencies (e.g., bomb disposal). Class B (formerly Class 3) driver's license preferred.
