Job Summary
This role involves the strategic, organizational, and economic leadership of the Rostock District Emergency Medical Services (EMS). As the Operations Manager, you will be responsible for the overall management of emergency rescue services and non-emergency medical transport across the district. Your day-to-day duties include budget planning, controlling, investment management, and personnel leadership. You will act as a key liaison between the integrated dispatch center, hospitals, aid organizations, and political committees. This position is unique because it combines high-stakes public safety responsibilities with the requirements of modern, transparent corporate management. You will drive digitalization and quality management while representing the district's interests in complex negotiations. This is a permanent, full-time position (39 hours/week) offering a competitive salary under the TVöD VKA (Group 14) framework, providing stability and a high level of executive influence in a critical public service sector.
Required Skills
Education
Master's degree or University Diploma (to be completed by end of 2026) in Economics, Management, Business Administration, Public Management, Industrial Engineering, Law, or Public Administration. Alternatively, a Bachelor's degree with 3 years of leadership experience, or a qualification as a Social Business Manager (Sozialbetriebswirt) with 3 years of relevant leadership experience.
Experience
- Professional experience in economic management, budget control, and investment planning
- Experience in managing large organizational units, preferably in the public sector, healthcare, or municipal enterprises
- Experience working with political-administrative decision structures and committees
- At least 3 years of leadership experience required if applying with a Bachelor's degree or specific vocational training
- Proven track record in implementing controlling and quality systems

- Valid Class B driver's license and willingness to drive a service vehicle; must pass a security clearance (Ü1) according to SÜG M-V, with potential future upgrade to Ü2; permanent residency/work permit for Germany implied by public service status.
