Job Summary
This leadership position involves the strategic management and further development of Department 1 within a municipal administration of approximately 260 employees. As the department head, you will lead a team of 20 staff members, focusing heavily on driving digital transformation and modernizing administrative processes. Your day-to-day responsibilities include managing personnel and budgets, advising executives across various departments, and representing the department in political committees and professional networks. Required Skills
Education
Master's degree or Diploma in Public Administration, Public Management, Administrative Science, Business Administration, or Second State Examination in Law. For civil servants: Eligibility for Career Group 2, Second Entry Level (Laufbahngruppe 2, 2. Einstiegsamt).
Experience
- Several years of leadership experience, ideally within the public sector or a comparable organization
- Several years of professional experience in at least one of the department's core areas (HR, Organization, Infrastructure, or Digitalization)
- Experience in managing personnel and budget responsibilities
- Proven track record in strategic steering and organizational development
- Experience in representing organizational interests in political or professional committees

- Must meet the requirements for German civil service pay grade A14 LBesG NRW or TVöD-VKA E13. Requires legal-certain German skills (minimum C1 level). Preference for candidates with modular qualification already completed if applying as a civil servant.
