Job Summary
We are seeking a dynamic leader to head Department 1, focusing on Personnel, Organization, Infrastructure, and Digitalization. In this strategic role, you will drive the digital transformation of administrative processes, develop innovative solutions for modern administration, and lead a team of approximately 20 motivated employees. Your responsibilities will include personnel and budget management, conceptualizing and implementing strategies for administrative development, and advising leadership across departments. The ideal candidate possesses a strong academic background, extensive leadership and professional experience, particularly in personnel and at least one other area of the department, and excellent strategic and analytical skills. Required Skills
Education
Completed academic university degree (Diploma/Master) in Public Administration, Public Management, Administrative Sciences, Business Administration, or a comparable qualification such as the second state examination in law. For civil servants: Qualification for career level 2, grade 2 of the general non-technical administrative service (modular qualification must be completed).
Experience
- Several years of leadership experience (ideally in public service or a comparable organization)
- Several years of professional experience in personnel and at least one other thematic area of the department
- Experience in personnel and budget responsibility
- Experience in developing and implementing strategies for administrative development
- Experience in change management processes

- Civil servants must hold a position at least with salary group A13 LBesG NRW. The position is full-time and permanent. The application deadline is June 21, 2026.
