Job Summary

The City of Frankenthal is seeking an Organizational Development Manager to actively shape the future of its public administration. In this role, you will move beyond mere administration to drive meaningful change, simplifying processes and clarifying structures to improve service delivery for citizens. Your daily responsibilities include analyzing and optimizing organizational structures, steering change management projects from conception to implementation, and conducting legally compliant job evaluations. You will act as a key moderator for workshops and team processes, applying modern methodologies such as Lean, Service Design, or Agile where appropriate. Required Skills

Education

Completed administrative training (Angestelltenlehrgang II) with relevant experience, or a university degree in Public Administration, Public Management, Organizational Management, or an equivalent field.

Experience

  • Professional experience in organizational development, change management, process management, or consulting
  • Experience in activities at a Bachelor's level (E 9b TVöD or higher) if applying via the administrative training route
  • Experience in public administration structures is preferred but not mandatory
  • Proven experience in moderating workshops and leading team processes
  • Experience in creating decision-making templates for senior management
