Job Summary
This role at the Federal Administration Office (BVA) involves shaping digital solutions for critical public security sectors, including visa processing, border control, and the European Entry-Exit System. You will be responsible for eliciting requirements from national and European laws, creating functional concepts or user stories, and managing the quality assurance and testing of software applications. Day-to-day, you will collaborate closely with IT departments for incident analysis, support federal ministries with technical feasibility statements, and provide training to end-users and external developers. This position is unique for its direct impact on national security infrastructure and the opportunity to work on high-profile European digital transformation projects. Required Skills
Education
Bachelor's degree in Law, Administrative Science, Economics, or another field; alternatively, a qualification as a Certified Administrative Manager (Verwaltungsfachwirt) or completion of preparatory service for the higher non-technical administrative service.
Experience
- At least 3 months of professional experience or internships in business process modeling, requirements management, or software development
- Experience with agile or classical software development methods (Scrum, V-Modell XT)
- Professional experience in the public sector is preferred
- Experience in describing functional requirements for complex IT systems is an advantage
- Experience in the development and operation of IT solutions within public administration is preferred

Additional
- Must be willing to undergo a security clearance (SÜG). Requires unrestricted readiness for domestic and international business travel. Must be eligible for a German work permit or civil servant status.
