Job Summary

This leadership role at the Office for Property and Building Management (AIB) in Magdeburg involves the comprehensive financial steering and planning of state-owned construction and real estate management for Saxony-Anhalt. As the designated Budget Commissioner, you will oversee the preparation, execution, and accounting of budgets across five regional offices. Day-to-day responsibilities include managing personnel budgets, developing financial processes, and ensuring the efficient use of public funds in compliance with state budgetary laws. You will act as a key advisor to the Ministry of Finance and regional offices on all financial matters, including EU funding and cost-performance accounting. This position is unique as it offers a permanent civil service or public sector contract (A 14 / EG 14) within the state administration, providing high-level responsibility in professionalizing financial structures and guiding a dedicated team through complex fiscal cycles.

Required Skills

Education

University degree (Master's or equivalent) in Economics, Law, or Administrative Sciences; or qualification for the higher administrative service (Laufbahngruppe 2, 2. Einstiegsamt) in Saxony-Anhalt.

Experience

  • At least 3 years of professional experience in the field of state budgetary law and related financial tasks
  • Proven experience in budget preparation, execution, and accounting within a public administration context
  • Leadership experience and proficiency in using management instruments is preferred
  • Experience in managing personnel budgets and investment decision-making processes
