Job Summary
This unique role within the City of Kiel's 'FLEX:Unit' involves serving as a versatile, mobile leader who steps into various departments to provide interim management and organizational support. Day-to-day, you will act as a Department or Section Head, overseeing staff, coordinating workflows, and implementing strategic guidelines. You will rotate through different administrative areas for periods of three to nine months, conducting organizational analyses, leading teams through transitions, and ensuring operational stability. The position is ideal for an adaptable professional who enjoys diverse challenges and wants to shape the future of public administration. It offers significant flexibility with flex-time and remote work options, alongside the stability of a permanent public service contract. You will be a key driver of transformation, bridging organizational culture with team performance while supporting the professional development of municipal employees in a dynamic, project-based environment.
Required Skills
Education
University degree (Bachelor's or FH-Diploma) with a focus on Economics, Social Sciences, or Law; OR qualification for the first entry level of career group two (General Services); OR completion of the Advanced Administrative Training (Angestelltenlehrgang II).
Experience
- 7 years of relevant professional experience based on the required educational background
- 2 years of experience in at least two different functional work areas
- 2 years of leadership and management experience
- Experience in public administration or municipal services is highly preferred
Languages
Additional
- Must meet all criteria by the application deadline. Requires high flexibility for changing work locations across various municipal offices. Position is permanent (unbefristet) and follows the TVöD EG 12 or A 12 SHBesG pay scales.
