Job Summary

As the Department Manager for Water Protection and Water Management for the City of Mülheim an der Ruhr, you will lead two critical specialized groups: the Lower Water Authority and the Water Management & Sewage Disposal unit. Your day-to-day responsibilities involve steering internal administrative procedures, overseeing sovereign water law tasks, and managing strategic monitoring programs for surface and groundwater. You will be responsible for ensuring public services including water supply, wastewater disposal, and flood risk management. This leadership role carries significant decision-making power, involving budget management, public procurement, and representing the city's interests to political bodies and regulatory authorities. A unique aspect of this position is the blend of high-level strategic planning with operational crisis management, including participation in the environmental emergency standby service. Required Skills

Education

Master's degree or University Diploma (minimum 8 semesters) in Engineering with a focus on Environmental Technology, Urban Water Management, Resource Management, Aquatic Ecology, or Water Science.

Experience

  • Professional experience in water management, environmental technology, or resource management
  • Demonstrated leadership experience in personnel management and development
  • Experience in managing administrative procedures and public-law processes
  • Experience in conceptual and operational water maintenance and ecology
  • Proven track record in negotiation and assertive communication with external stakeholders
