Job Summary
As an Organizational Consultant for the City of Münster, you will play a pivotal role in shaping the administrative efficiency of one of Germany's fastest-growing cities. Working within the Personnel and Organization Office, your daily responsibilities will involve consulting with various municipal departments to optimize their structures, processes, and staffing requirements. You will be responsible for modeling and improving workflows, conducting task audits to ensure economic efficiency, and determining personnel needs. This role is highly collaborative, requiring you to act as a bridge between central process management and individual city offices to define job responsibilities and competencies. Required Skills
Education
Qualification for general administrative service (Career Group 2, 1st entry level), completion of Administrative Course II, or a Bachelor's/Diploma degree in Administrative Science, Economics, or Social Sciences.
Experience
- At least 3 years of professional experience relevant to the degree and field of work
- Professional experience in (digital) process management or organizational consulting is highly preferred
- Experience in agile project management is an advantage
- Experience in public administration or general administrative service is required

- The role is available as both permanent and fixed-term (approx. 2 years) contracts. Applicants must meet the qualification requirements by May 31, 2026. The position is located in Münster and allows for part-time arrangements.
