Job Summary

This leadership role involves managing the Central Services Department within the Office of Personnel and Internal Services for a municipal administration. The Head of Department is responsible for both the technical and personnel leadership of the team, focusing on coordinating organizational development, steering task fulfillment, and setting annual work plans and standards. Key responsibilities include personnel planning, development, and management, conducting and leading departmental projects, and handling specialized tasks such as EU-wide procurement procedures and complex insurance cases. The role also requires participation in budget planning and ensuring the lawful use of budgetary funds. Candidates should possess strong organizational, negotiation, and communication skills, coupled with relevant administrative or business qualifications, and a solid understanding of municipal administrative structures.

Education

Completed advanced training as an Administrative Specialist (Verwaltungsfachwirt) OR a completed degree (Diploma/FH or Bachelor) in General Administration/Public Administration, Public Management, Administrative Science, Public Administration, Business Administration, Service Management OR a completed degree (Diploma/FH or Bachelor or First Legal State Examination) in Law.

Experience

  • Professional experience in personnel planning, development, and management
  • Experience in coordinating and steering organizational development and task fulfillment
  • Experience with EU-wide procurement procedures and complex insurance cases (preferred)
  • Knowledge of the structure and processes of municipal administration (advantageous)
