Job Summary
The City of Neumünster is seeking an Organizational Development Specialist to join the Personnel and Organization department. This full-time, permanent role focuses on shaping the future organizational structure and processes of the municipal administration. Day-to-day responsibilities include providing organizational consulting to various departments, supporting change management, process optimization, and complex digitalization projects (like e-file implementation). A core function involves the independent management of job classification and evaluation matters, ensuring uniform standards across the administration, and managing the personnel budget plan. The ideal candidate possesses organizational expertise, strong communication skills for liaising with leadership and employee representatives, and proven experience in project steering and moderation, preferably within a municipal or comparable organizational structure. This position offers a significant opportunity to influence strategic organizational principles and contribute to key administrative projects.
Required Skills
Education
Qualification for Career Group 2, First Entry Level (General Services) or comparable employees with Angestelltenprüfung II (Employee Examination II); OR a successful university degree in Economics or Business Psychology
Experience
- Several years of relevant professional experience, ideally in municipal administration or comparable organizational structures
- Professional experience in project steering and moderation
