Job Summary
This role involves managing, controlling, and steering the commercial operations of school and administrative buildings for the Konstanz District Office. The successful candidate will be responsible for negotiating and concluding new rental agreements, managing existing contracts, and serving as the key contact for all property management issues. A significant part of the job includes overseeing technical maintenance organization, concluding maintenance contracts, and managing energy topics (electricity, water, heat) to meet climate protection goals. Furthermore, the position requires conducting procurement procedures (UVgO and VgV), handling budget planning, forecasting, reporting, and controlling within the facility management sector, and preparing decision-ready proposals for political committees. Candidates must possess a qualification in higher non-technical administrative service or equivalent, along with strong knowledge of public procurement law and administrative law, making this a crucial position for efficient public property management.
Required Skills
Education
Civil Service qualification for the higher non-technical administrative service, or a degree as a Certified Administrative Specialist (Verwaltungsfachwirt/in), or comparable qualification.
Experience
- Experience or strong interest in facility management
- Knowledge in public procurement law (VgV, UVgO) is ideal
- Knowledge in the application of legal norms and general administrative law is ideal
- Experience in budget planning and controlling is advantageous
