Job Summary
The Municipal Job Center Hamm AöR is seeking a proactive and experienced leader to head the Finance Department, overseeing a team of 10 employees. This critical role involves taking overall responsibility for and developing financial planning, controlling, payment transactions, and debt collection. Key responsibilities include ensuring proper bookkeeping, preparing annual financial statements compliant with HGB (German Commercial Code), and managing accurate billing for funding providers. The successful candidate will also lead cross-departmental projects, notably the migration of SAP to S/4HANA, and drive optimization projects focused on process digitalization and cost control. This position requires strong leadership, deep expertise in public administration finance or business administration with a focus on accounting, and a commitment to ensuring compliance, risk management, and data protection within the finance domain. Required Skills
Education
Required: Qualification for the first entry level of career group 2 of the general administrative service in NRW (formerly higher non-technical administrative service), OR a completed qualification as an Administrative Specialist (AII/VLII), OR a completed (technical) university degree (e.g., Administrative Sciences, Public Management, Business Administration, each with a focus on Finance/Accounting), OR a comparable qualification.
Experience
- Leadership experience in the finance sector is desirable
- Experience in public administration or social infrastructure is desirable
- Professional experience with budgeting, accounting, and controlling processes
- Professional experience in balancing and reporting
- Experience in the municipal/job center environment is desirable
- Experience in handling and developing SAP ERP
