Job Summary

This role involves managing the central tasks of budget planning and administration for the City of Münster's substantial budget (approx. 1.7 billion Euros). The specialist will act as the primary contact for colleagues regarding budgetary legal questions and will competently advise and support various municipal offices and institutions on budget planning, administration, and the use of SAP software. A key focus is coordinating financial controlling activities and preparing the resulting insights to support overall budget steering. Candidates must possess a strong background in public administration or business administration, coupled with expertise in municipal budgetary law and proficiency in, or willingness to quickly learn, SAP modules CO, PSM, and FI. This position is crucial for ensuring the city's effective and sustainable financial capability.

Required Skills

Education

Qualification for the general administrative service (Career Group 2, 1st Entry Level) or completion of Administrative Course II; Alternatively: Completed university degree in business administration or a relevant university degree (minimum Bachelor/Dipl. FH)

Experience

  • Professional experience in budget management in a regional authority (city, district, municipality)
  • Minimum two years of professional experience in budget management of a regional authority (acquired after graduation) (Complementary requirement)
