Job Summary

This role is for a dedicated Human Resources Advisor specializing in Civil Service Administration within the Personnel Department of Heidelberg University, a globally respected research institution. The advisor will serve as an internal service provider, managing all personnel matters for civil servants and professors from initial planning through termination. Key responsibilities include providing expert consultation to civil servants and management on service law, reviewing and approving job postings, contributing to the digitalization of HR processes, and conducting statistical reporting and position evaluations. Candidates must possess a Bachelor's degree in Public Management or equivalent qualification for the higher administrative service, or demonstrable professional experience in public service HR with expertise in German Civil Service Law. The position requires strong communication, service orientation, and a willingness to become a central subject matter expert, offering an interesting, varied, and autonomous role in a supportive team environment.

Required Skills

Education

Bachelor's degree in Public Management (or equivalent qualification as Diplom-Verwaltungswirt*in); or a comparable degree in an administrative field focusing on Personnel Management or Law.

Experience

  • Professional qualification for the higher administrative service (Gehobener Verwaltungsdienst)
  • Professional experience in operational HR within the public sector (if degree alternative is used)
  • Experience in administrative personnel matters from inception to termination
