Job Summary

The Federal Administration Office (BVA) is seeking a highly qualified Senior Officer to manage strategic IT coordination and planning across the agency, based in Cologne, Bonn, or Berlin. This role is central to the Client Interface department, ensuring BVA employees receive necessary IT support by steering communication between internal stakeholders, software developers, and external IT service providers. Key responsibilities include developing robust processes for the IT service provider interface, consolidating house-wide IT requirements, and coordinating the introduction of new information technology and digitalization methods. Crucially, the incumbent will be responsible for the annual IT framework planning and establishing a comprehensive IT Controlling system, including generating regular performance reports. Candidates must hold a relevant Master's degree (e.g., Economics, Business Informatics, or Administration) and possess at least two years of verifiable professional experience in Information Technology, ideally in requirements management or IT planning. Required Skills

Education

Master's degree or equivalent university diploma (Uni-Diplom) in Economics, Administrative Sciences (e.g., MPA, MPM, MBA), Business Informatics (with an economic focus), Social Sciences, or Political Sciences. Alternatively, qualification as a Civil Servant in non-technical administrative service (pay grade A 13h to A 14 BBesO).

Experience

  • Minimum two years of verifiable professional experience in Information Technology
  • Ideally experience in Requirements Management and/or IT Planning
  • Advantageous: Experience in steering external IT service providers and in IT Controlling
  • Advantageous: Professional experience in the technical guidance and coordination of employees
  • Advantageous: Several years of professional experience in public service
