Job Summary
This role is a critical, permanent position within the Office for Social Affairs and Participation of the City of Stuttgart, focusing on the specialized application system OPEN/PROSOZ. The specialist will be responsible for the parameterization and configuration of professional procedures related to German Social Welfare Law (SGB XII, SGB IX, AsylbLG), ensuring the system aligns with legal requirements. Daily tasks include comprehensive software testing for new versions, managing error handling, and generating essential statistical reports and working instructions for case workers. A key function involves providing expert consulting and technical support via a dedicated hotline for complex case constellations within OPEN/PROSOZ. Furthermore, the specialist acts as the primary contact for error management concerning the interface between OPEN/PROSOZ and SAP (SoJuHKR) and executes payment runs. The ideal candidate must possess a relevant degree in Public Management or Social Economics, or equivalent administrative qualifications, coupled with essential knowledge of OPEN/PROSOZ and social welfare legislation, offering a stable and impactful career in public service.
Required Skills
Education
Completed Bachelor's degree in Public Management, or qualification as a Certified Administrative Specialist (Verwaltungsfachwirt), or completed Bachelor's degree in Social Economics, or eligibility for the higher non-technical administrative service.
Experience
- Professional experience in application system support (required if substituting formal education with a relevant degree)
- Expertise in the OPEN/PROSOZ application
- Knowledge of German Social Welfare Law, specifically SGB XII, SGB IX, and AsylbLG
- Experience working collaboratively on projects

- Permanent (unbefristet) contract. Eligibility for the higher non-technical administrative service is a key prerequisite. Position is classified under pay grade A 11 / EG 10 TVöD.
