Job Summary

This leadership role involves managing and guiding a team of approximately 19 employees within the IT Service, Infrastructure, and Application Operations section of the municipal pension funds (kvw). The manager will be responsible for strategically positioning kvw-IT as a key service provider for internal business units and external pension funds. Day-to-day activities include organizational and disciplinary leadership, enhancing Availability and Business Continuity Management, and developing systematic frameworks for Service Level Agreements (SLAs), Capacity Management, and IT Asset/Configuration Management. Key requirements include advanced knowledge of current system and network technology, extensive experience in IT Service Management (ITIL/COBIT), project management (classic and agile), and proven abilities in personnel development and leadership. The ideal candidate possesses a scientific university degree in Computer Science or Business Informatics, strong analytical skills, and fluent German language proficiency, ensuring the continuous development and security of the organization's IT architecture.

Required Skills

Education

Scientific university degree (Diploma/Master/Magister) in Computer Science or Business Informatics, OR equivalent scientific degree with relevance to the tasks. Public Administration qualification (Laufbahngruppe 2, 2. Einstiegsamt or 1. Einstiegsamt with progression requirements) is also accepted.

Experience

  • Experience in IT Service Management, preferably based on ITIL or COBIT
  • Experience in Project Management (Classic and Agile)
  • Experience in Business Continuity Management or Emergency Management context
  • Experience in the administration of system and network components, including Microsoft 365, Windows Server, MS Server Services, Unix, Solaris, and Ubuntu
  • Experience in database administration, especially Oracle, PostgreSQL, MySQL, and MS-SQL-Server
  • Experience in data backup and backup concepts
  • Experience in personnel development and leadership
  • Experience in IT strategy, IT organizational development, financial planning, and budget controlling
  • Long-term higher-value (administrative) professional experience (minimum EG 12 TVöD VKA or comparable responsibility) in various areas/functions (for qualification candidates)

  • Must possess knowledge of current system and network technology and technology trends. Successful completion of an Assessment Center may be required for certain qualification paths. Must meet specific civil service career requirements (Laufbahngruppe 2, 2. Einstiegsamt or equivalent) or possess relevant professional experience for modular qualification.
