Job Summary

The City of Duisburg is seeking highly motivated Administrative Officers to join the City Treasurer's Office, focusing on Budget and Controlling within the central finance department. This role involves active participation in the preparation, ongoing management, and accounting of the core municipal budget. Day-to-day responsibilities include advising municipal offices on budgetary matters, reviewing and supporting committee proposals from a financial perspective, and developing strategic options for the City Treasurer and executive board through controlling activities. Successful candidates must possess relevant administrative or business administration qualifications, ideally with knowledge of municipal budget law (NKF) and controlling concepts. Proficiency in MS Office is mandatory, and familiarity with SAP is desirable. This position requires strong analytical thinking, negotiation skills, and a commitment to independent, responsible, and customer-oriented work within a collaborative team environment.

Required Skills

Education

Bachelor's degree or Diploma (FH) in Business Administration or Law, OR administrative-specific training with Second Administrative Examination (Angestelltenlehrgang II), OR qualification as a Certified Administrative Specialist (Verwaltungsfachwirt)

Experience

  • Professional experience in municipal budget law and New Municipal Financial Management (NKF) (Desirable)
  • Professional experience in Controlling and developing courses of action (Desirable)
  • Experience with annual closing procedures
  • Experience in advising specialized departments on budgetary concerns

Languages

Additional

  • Must possess the civil service qualification for the recognized career paths (Entry Level 2, General Non-Technical Administrative Service) for Beamte, OR relevant administrative qualifications for employees. Willingness to acquire knowledge in municipal budget law, controlling, and SAP quickly through further training is required.
