Job Summary

This specialist role focuses on developing and managing digital solutions for critical public administration tasks, including visa procedures, border control, residency, and national security initiatives. The daily responsibilities involve eliciting technical requirements derived from national laws and European regulations, and subsequently creating detailed technical concepts, specifications, and user stories for agile software development. A key function is managing quality assurance, overseeing test management, and providing the final technical approval for software releases. The role requires ensuring seamless operational continuity, performing error analysis, and collaborating closely with internal IT departments and external stakeholders, including federal and state ministries. Candidates must possess a strong understanding of administrative processes, coupled with creativity in designing technical solutions, and must be prepared to support ministries with legal interpretations and technical feasibility assessments. This is a challenging, permanent position based in Cologne, supporting vital national and European security projects.

Required Skills

Education

Accredited university degree (minimum Bachelor's) in legal, administrative, or economic sciences; or qualification as an Administrative Specialist (Verwaltungsfachwirt); or qualification for the higher non-technical administrative service; or an accredited Bachelor's degree in an alternative field.
