Job Summary
This leadership role involves actively shaping the future of the city administration by leading the Training Management team (currently 7 people) and overseeing the development of 270 junior staff members. The Head of Training will be responsible for developing creative strategies for talent acquisition, enhancing the employer brand visibility, and designing innovative training formats to secure the administration's long-term specialist workforce. Day-to-day tasks include team leadership, individual trainee support, driving a future-oriented learning culture, and ensuring quality development through cooperation with departments and data-driven evaluation. The ideal candidate must possess relevant administrative or business qualifications, professional experience in public administration, and expertise in recruiting, public service law, and change management. This is a permanent, full-time position offering a secure role in the public sector.
Required Skills
Education
Eligibility for Career Group 2, 1st entry level of non-technical administrative service, or completed Administrative Course II, or completed Bachelor's degree or equivalent qualification with a focus on administrative or business sciences.
Experience
- At least two years of job-related professional experience or at least two years of experience in administrative processing within a public administration (required if holding a Bachelor's degree)
- Professional experience in recruiting and training fields (preferred)
- Experience in project work and change management (preferred)
- Experience in the digitization of processes (preferred)
- Leadership, consulting, and decision-making competence (preferred)

- Must meet specific German civil service or administrative qualification requirements (Laufbahngruppe 2, 1. Einstiegsamt or Verwaltungslehrgang II). Permanent contract (Unbefristet). Position starts January 1, 2026.
