Job Summary
This role involves leading the Central Services Department within the Human Resources and Internal Services Office for a municipal administration. The successful candidate will be responsible for the professional and personnel management of the department, coordinating and steering organizational development and task fulfillment. Key responsibilities include setting annual work plans and performance standards, as well as managing personnel planning, development, and leadership. The position also entails leading departmental projects, handling complex EU-wide procurement procedures, managing difficult insurance cases, and making individual decisions related to access rights, vehicle repairs, and departmental equipment. Additionally, the role requires participation in budget planning and ensuring the lawful use of budgetary funds. Required Skills
Education
Completed advanced training as an Administrative Specialist (Verwaltungsfachwirt) OR a completed university degree (Diplom/FH or Bachelor) in General Administration/Public Administration, Administrative Business Administration/Public Management, Administrative Science, Public Administration, Business Administration, Service Management OR a completed university degree (Diplom/FH or Bachelor or First Legal State Examination) in Law.
Experience
- Professional experience in leading teams and coordinating tasks
- Experience with organizational development and goal setting
- Experience in personnel planning, development, and leadership
- Experience in project execution and leadership
- Experience with EU-wide procurement procedures and complex insurance cases
- Experience in budget planning and ensuring legal compliance of funds
- Knowledge of the structure and processes of a municipal administration is advantageous
Languages
Additional
- Clear criminal record (eintragungsfreies Führungszeugnis). Eligibility for civil servant status in career group 2, 1st entry-level, 'General Services' field is a plus. Full-time position, suitable for part-time work. Permanent contract.
