Job Summary
The City of Oer-Erkenschwick is seeking an HR Specialist to manage a full range of employee lifecycle matters, from hiring to termination. This role involves supporting the implementation of digital HR systems, managing the staff plan, and assisting with training programs. You will serve as a key point of contact for management and employee representatives on employment law, collective bargaining agreements, and civil servant regulations. The position requires a strong understanding of public sector HR practices and legal texts. Required Skills
Education
Completion of Verwaltungslehrgang 2 (Public Administration Training Course 2) OR a European Qualifications Framework Level 6 qualification with several years of public sector experience OR qualification for the career path group 2, 1st entry level.
Experience
- Completion of the 'Verwaltungslehrgang 2' (Public Administration Training Course 2) or a European Qualifications Framework Level 6 qualification with several years of experience in the public sector (employment contract), OR qualification for the career path group 2, 1st entry level (civil servant status).
- Practical experience in public sector personnel law (employment law, collective bargaining law, civil servant law).
- Experience with legal texts and commentaries.
- Experience with the LOGA program (desirable).
- Experience with trainer aptitude certification or Bachelor's degree qualification (desirable).
