This role serves as a central HR Business Partner within the Federal Office of Administration (BVA), acting as a strategic bridge between specialized departments and the human resources division. You will provide expert consultancy to managers and employees on workforce planning, personnel development, and organizational change. Day-to-day responsibilities include conducting entry and exit interviews, identifying talent for succession planning, and analyzing HR statistics such as turnover and age structures to derive actionable strategies. You will also support recruitment processes and mediate complex personnel cases. Required Skills

Education

University degree (Bachelor or Diploma) in Law, Administration, or Economics; or qualification as a Senior Administrative Specialist (Verwaltungsfachwirt); or completed preparatory service for the elevated non-technical administrative service.

Experience

  • Several years of professional experience in human resources or a comparable advisory role (e.g., career or vocational counseling)
  • Minimum 1 year of professional experience within the public administration sector is advantageous
  • Experience in coaching, mediation, or organizational development as evidenced by certifications is preferred
  • Experience in managing complex personnel cases and supporting management-level decision-making
