Job Summary

This role involves leading a team of 12 employees within the HR and Organizational Development department for the Rems-Murr District Office in Waiblingen. As the Team Lead, you will be responsible for the full spectrum of HR management, including personnel selection, legal oversight, and financial accountability. Day-to-day tasks include handling complex legal matters related to public service labor law (TVöD), managing staff recruitment processes, and collaborating with the works council and representative bodies for severely disabled persons. You will also develop organizational standards and guidelines while preparing reports for district committees. This position is unique for its high level of responsibility in a modern public administration setting, offering the stability of a permanent civil service or public sector contract (up to A13/EG 12 TVöD-VKA) and the opportunity to actively shape HR processes and organizational growth.

Required Skills

Education

Bachelor of Arts in Public Management or a comparable degree with a focus on HR; alternatively, qualification as a Management Specialist (Verwaltungsfachwirt) or Administrative Specialist (Verwaltungswirt).

Experience

  • Professional experience in HR services, ideally within the public sector
  • Previous leadership experience is highly desirable
  • Extensive experience in handling complex legal matters and labor regulations
  • Experience in personnel selection and recruitment processes
  • Several years of professional experience required if applying with an administrative specialist qualification
