Job Summary
This role within the Ministry of Economic Affairs, Innovation, Digital Affairs, and Energy focuses on advancing the digital infrastructure of the Saarland region. As a Project Officer, you will manage the end-to-end lifecycle of funding grants for gigabit and telecommunications expansion, from initial application review to final audits and on-site inspections. Beyond administrative grant management, you will actively participate in project development for public telecommunications infrastructure, analyze availability data using Geographic Information Systems (GIS), and represent the state in national specialist working groups. This position offers a unique blend of classical public administration, technical strategy, and stakeholder engagement. Required Skills
Education
University degree (Bachelor's or equivalent, e.g., FH Diploma) in Administrative Science, Economics, Law, Geography, or a Natural Science/Technical field. Equivalent professional experience in telecommunications infrastructure may be considered.
Experience
- Professional experience in public administration or grant management on the side of either the donor or recipient is preferred.
- Practical experience in the expansion of telecommunications infrastructure is highly valued.
- Foundational knowledge of the telecommunications market and technical standards is desirable.
- Experience in project management and the operational implementation of infrastructure measures.
- Proven ability to handle complex administrative processes and independent case processing.

- The position is initially limited to a 2-year fixed-term contract. Candidates must be willing to undertake occasional business trips within Germany. Applicants with foreign degrees must provide a statement of comparability (ZAB).
