Job Summary

This role involves the strategic management and implementation of funding programs for research and development within the Ministry of Economic Affairs, Innovation, Digital Affairs, and Energy. As a Policy Advisor in the Higher Service, you will focus on the European Regional Development Fund (ERDF) to support universities and small-to-medium enterprises in Saarland. Day-to-day responsibilities include drafting policy papers, managing grant-related legal issues, and collaborating with the European Commission and local stakeholders. You will play a key role in designing future funding periods and evaluating current program phases. Required Skills

Education

University degree (Master, Diploma, or equivalent) or First and Second State Examination in Law. Preferred fields: Law, Economics, Public Management, Public Administration, or Political Science.

Experience

  • Professional experience in public administration is preferred
  • Experience in EU funding policy, specifically ERDF and project funding, is highly desirable
  • Knowledge of EU state aid law and the regional research landscape is advantageous
  • Proven experience in drafting formal statements, reports, and decision-making templates
  • Experience working in a structured, deadline-driven environment

Additional

  • Must be willing to undertake occasional business trips and site visits. Position is fixed-term for an initial duration of two years. Applicants with foreign qualifications must provide proof of equivalence (ZAB evaluation).
