Job Summary

This is a key leadership role as Section Manager, Finance, at the 'Ki d S' (Cologne's Educational Institution for Children and Youth). The successful candidate will assume disciplinary and technical supervision for a team of eight staff covering cost accounting, procurement, economic resident support, and bookkeeping/cash management. Core responsibilities include comprehensive financial steering, managing the annual budget planning and execution, preparing annual financial statements, and overseeing the financial aspects of construction and renovation projects, including investment controlling based on KGSt standards. The role requires proven leadership ability, deep expertise in public finance—specifically NKF—and a relevant university degree in fields like Public Administration or Economics. Required Skills

Education

Successful completion of a university degree (Bachelor or equivalent) in Administrative Sciences, Public Administration/Management, Law, or Economics; OR successful completion of Administrative Training Course Two; OR qualification for Career Group 2, 1st entry level of the non-technical administrative service (for civil servants).

Experience

  • Professional experience in financial management, especially in New Communal Financial Management (NKF)
  • Experience applying existing needs assessment and public procurement guidelines
  • Demonstrated leadership competence and ability to foster team development
  • Experience in actively shaping change processes and recognizing digitalization potential
