Job Summary

This critical role involves spearheading the strategic digital transformation initiatives for the City of Frankfurt (Oder) within the public administration sector. The successful candidate will act as the central point of contact, advising administrative leadership on digitalization strategies and coordinating the holistic development of a fully digital administration. Key responsibilities include leading the implementation of major mandates like the Online Access Act (OZG), coordinating the introduction of E-File and Document Management Systems (DMS), and analyzing new technological trends for municipal application. A major component of the role is establishing and managing the Project Management Office (PMO) for all digitalization projects, which includes prioritizing initiatives, standardizing project management methodologies, and providing coaching to project leaders. This position requires a proactive, strategic thinker with a relevant higher education background who can drive innovation and manage complex change processes across various municipal departments.

Required Skills

Education

Completed university degree (Bachelor or Diploma (FH)) in Administrative Management, Digital Business Management, E-Government, Administrative Informatics, Business Informatics, Administrative/Business/Economics, or equivalent qualification for the higher administrative service (e.g., Certified Administrative Specialist)

Experience

  • Professional experience in advising administrative leadership on digitalization matters
  • Experience in coordinating and bundling complex digitalization activities across organizational units
  • Experience in standardizing project management methods and processes
  • Experience in managing and controlling digitalization projects
