This part-time HR Specialist role, within the Personnel and Organization Department of the City of Singen, involves managing the full employee lifecycle for TVöD employees. Key responsibilities include overseeing recruitment and selection processes, drafting job advertisements, leading or participating in interviews, determining salary classifications, and preparing employment contracts and hiring documentation. The specialist will also provide crucial advisory support to employees and departments on labor law issues, manage social affairs such as parental leave and maternity protection, and handle general personnel legal matters and administrative tasks like drafting references and managing part-time regulations. The ideal candidate holds a degree in Public Management or equivalent qualification, possesses knowledge of collective bargaining and labor law (TVöD), and demonstrates strong communication, conflict resolution, and teamwork skills.
Required Skills
Education
Bachelor of Arts in Public Management, Diploma in Administrative Science (FH), or equivalent degree; alternatively, qualification as a Certified Administrative Specialist (Verwaltungsfachwirt)
Experience
- Professional experience in personnel administration
- Knowledge of collective bargaining and labor law (TVöD) is ideal
