Job Summary

This role involves serving as the Deputy Head of the Personnel and Organization Department, focusing primarily on personnel administration within the municipal government of Langenfeld. Key responsibilities include managing budget matters and personnel cost planning, acting as the central contact person for the Loga data center, and handling comprehensive personnel administration from hiring to termination, including payroll processing for a defined group of employees. The successful candidate will provide legal advice on personnel matters, collaborate with relevant committees on implementing personnel measures, and lead project tasks within HR, such as concept development and calculating performance-related pay (LOB). This demanding position requires strong legal knowledge, particularly in public sector labor law (TVöD) and/or civil service law, coupled with excellent organizational and communication skills, ensuring the legal compliance and efficient operation of HR processes.

Required Skills

Education

Required: Civil Service Career Track Examination for Career Group 2, First Entry Level (former higher non-technical administrative service) OR Completion of Administrative Course II OR Fully qualified lawyer (First and Second State Examinations) with eligibility for judicial office.

Experience

  • Professional experience in personnel administration/case management
  • Multi-year administrative experience in a municipal administration (required for fully qualified lawyers)
  • Knowledge of budget planning or willingness to acquire it quickly
