Job Summary
This is a key leadership opportunity for a visionary and enthusiastic professional to head the Human Resources Department, overseeing Personnel Management and Payroll for the City Administration. The successful candidate will be responsible for the organizational, technical, and personnel steering of a dedicated team of 10 employees. A major focus of the role involves the strategic further development of modern, efficient, and service-oriented HR standards, including driving digitalization projects and employer marketing initiatives. The Head of HR acts as the lead expert in complex and sensitive personnel law cases, providing crucial and trusted advice to executive management on labor, collective bargaining, and civil service law. Key requirements include a relevant university degree or the Angestelltenlehrgang II certification, coupled with professional experience in HR, ideally within public administration. This permanent public sector position offers flexible working hours (35-39 hours/week) and mobile work options, providing a secure role with significant influence on the administrative and cultural development of the city.
Required Skills
Education
University degree in General Administration, Law, Personnel Management, Personnel Psychology, or a comparable field; Alternatively, completion of the Intermediate Administrative Staff Course II (Angestelltenlehrgang II).
Experience
- Professional experience in Human Resources, ideally within public administration
- Demonstrated high level of leadership competence and identification with organizational principles
- Experience in handling particularly complex and sensitive personnel legal cases
