Job Summary

This role involves jointly leading the vocational training department and acting as an HR Advisor for the City of Offenbach administration. Day-to-day responsibilities include the pedagogical and technical management of training programs, comprehensive advising and mentoring of apprentices and dual students throughout their tenure, and developing and implementing recruitment strategies for trainees. Additionally, the role involves core HR advisory duties, including providing legal, labor, and social counseling to employees and managers, managing personnel procedures, and processing payroll/compensation using the LOGA system in compliance with tax and social security laws. This position offers a secure, full-time, and potentially mobile workplace within a large municipal administration, focusing on holistic personnel management and development.

Required Skills

Education

Completed degree in Higher Administrative Service (e.g., Diploma in Public Administration or Bachelor of Arts - Public Administration) OR a university degree (FH Diploma/Bachelor) in Administrative, Legal, Economic, or Business Sciences with a focus on Human Resources Management and/or Labor Law. Trainer Aptitude Exam (AdA certificate) is desirable.

Experience

  • Demonstrable experience in holistic personnel or training support
  • Experience preferred in the public sector or organizations with administrative structures
  • Experience in applying service, tariff, labor, and training legal provisions
  • Experience dealing with current training and labor market challenges and trends
