Job Summary

This role involves managing diverse civil engineering projects for the Federal Government in North Rhine-Westphalia (NRW), working within the state's property and real estate management company (BLB NRW). The Civil Engineer will oversee the full spectrum of underground construction, including earthworks for utility systems, renewal of sewage and rainwater networks, road construction, and external facilities. Day-to-day tasks include managing large and small projects, conducting procurement processes for specialized firms, ensuring quality control, and performing active contract and claim management. You will steer external specialist planners or independently handle planning phases 1 through 9 (HOAI) for new construction, renovation, and infrastructure measures. The ideal candidate holds a degree in Civil Engineering, preferably specializing in Deep Construction or Landscape Architecture, or is a certified construction technician with significant relevant professional experience. Strong German language skills (C1 level) and a commitment to sustainable building practices are essential for this challenging and unique role, which contributes to NRW's climate-neutral real estate portfolio.

Required Skills

Education

Completed university degree (Diploma/Bachelor/Master) in Civil Engineering, ideally specializing in Deep Construction or Landscape Architecture, or a comparable engineering discipline; OR State-certified Construction Technician qualification.

Experience

  • Professional experience in the construction industry (desirable)
  • Knowledge of relevant construction laws and regulations
  • Experience with project communication systems (desirable)
  • At least six years of relevant professional experience in an engineering capacity (if possessing a State-certified Construction Technician qualification)
