Job Summary

This role involves working as a Civil Engineer or Bachelor within the Osnabrück regional division of the Lower Saxony State Authority for Road Construction and Transport, focusing specifically on road and cycle path infrastructure projects. Day-to-day responsibilities include preparing tender documents for earthwork and road construction, managing awarded contracts, processing supplementary and additional offers, and monitoring warranty claims. The engineer will also be responsible for instructing contractors on construction sites and providing technical guidance to construction supervision personnel, including external engineering firms. A key requirement is a degree in Civil Engineering or a comparable field, along with strong knowledge of public procurement regulations (HOAI, VOB, UVgO, VgV). Required Skills

Education

Completed university degree (Dipl.-Ing. FH / Bachelor) in Civil Engineering, Construction Technology, Industrial Engineering (specializing in Construction), or Traffic Engineering. Alternatively, qualification for the 1st entry-level position of career group 2, Technical Services, for civil servants.

Experience

  • Professional experience in road and cycle path construction (advantageous)
  • Knowledge of HOAI, VOB, UVgO, and VgV regulations (desirable)
  • Experience with technical applications (RiB iTWO) or willingness to acquire it quickly

  • Must possess a Class B driving license (desirable). Must be willing to work in Osnabrück, Germany. Non-German applicants must possess secure command of the German language, written and spoken, comparable to at least C1 level.
