This role focuses on strategic human resource development within the Pankow District Office in Berlin, specifically addressing the increasing shortage of skilled workers by recruiting and integrating career changers. The successful candidate will advise department heads on securing personnel resources through cross-entry programs, design and implement targeted HR marketing initiatives, and develop comprehensive selection and development concepts for this target group. Key responsibilities include conceptualizing and coordinating practical qualification programs, providing mentorship, and ensuring effective communication with all stakeholders. Required Skills

Education

University degree in Administrative Sciences, Human Resource Management, Business Education, Psychology, Public Management, or a comparable field, or equivalent skills/knowledge and experience.

Experience

  • In-depth knowledge of HR development content, methods, and instruments
  • Knowledge in applying presentation, moderation, creativity, and problem-solving techniques
  • In-depth knowledge of methods for organizational culture development
  • In-depth knowledge of the structure and processes of Berlin administration and administrative actions
  • Basic knowledge of personnel and public service law, and employee representation rights
  • In-depth knowledge and experience in using IT applications such as PowerPoint, Word, and Excel
