Job Summary

This is a full-time, permanent position within the District Administration, focusing on financial management, budgeting, and controlling. The officer will be responsible for comprehensive financial controlling, including data preparation, reporting, and coordinating with decentralized departments. Key duties involve preparing the district budget and supplementary budgets, overseeing budget execution, advising departments on budgetary law, and compiling annual and consolidated financial statements. The role also includes developing and implementing a Tax Compliance Management System (TCMS) and handling tax matters (specifically concerning § 2b UStG). Candidates must possess strong foundational knowledge in municipal constitutional and budgetary law, excellent IT skills, and demonstrate decision-making competence, self-reliance, and economic thinking. This position also involves acting as deputy head of the Finance and Holdings division, requiring strong communication and teamwork abilities.

Required Skills

Education

Required: Completed civil service examination for the third or second entrance level (Administration and Finance) with necessary advanced qualification, OR certified Administrative Specialist (Verwaltungsfachwirt Angestelltenprüfung II), OR Bachelor's degree in Public Administration/Management, Business Administration (preferably Controlling/Accounting specialization), OR certified Bank Specialist, Tax Specialist, Business Specialist, State-Certified Business Economist, Social Insurance Specialist, or Legal Specialist.

Experience

  • Professional experience in financial controlling and budgeting
  • Experience in preparing annual and consolidated financial statements
  • Experience in handling official statistics (Finance, Assets)
  • Knowledge of Municipal Constitutional Law, Municipal Budgetary Law, and Levies Law
