Job Summary

This role involves leading and developing the new IT Transport Standards section within the KoSIT (Coordination Office for IT Standards), focusing on secure and traceable data transmission standards like OSCI and XTA for federal and state authorities in Germany. The Section Manager will be responsible for setting up the new unit, managing personnel, and overseeing budget planning and goal achievement in coordination with clients. Key tasks include serving as a critical interface between clients, developers, and users, steering external IT service providers, and driving the conceptual and strategic development of these standards. The ideal candidate possesses a Master's degree in an IT-focused field, proven expertise in information security, digital infrastructures, and IT architecture design, coupled with strong organizational, negotiation, and leadership skills (or the willingness to acquire them). The position requires active participation in national and potentially European expert committees and frequent business travel.

Required Skills

Education

Master's degree or equivalent in a suitable university program with an information technology focus, or eligibility for the second entry-level of career group two (German civil service qualification)

Experience

  • Professional experience in conveying information and competence in the context of digital transformation for diverse stakeholders (management to technical experts)
  • Professional experience with information security and digital infrastructures, ideally within public administration
  • Professional experience in analyzing and designing IT architectures and business processes using common modeling methods (BPMN, BPEL)
  • Professional experience in specifying technical interfaces using UML and XML
  • Leadership experience or the willingness to acquire necessary knowledge through training
