Job Summary

This leadership role involves heading the Finance Division within the Department for Construction, Mobility, and Urban Development, overseeing a team of 13 staff. The successful candidate will be responsible for the entire budgetary process, including budget preparation, financial planning, execution, annual closing, controlling, and liquidity management for the department. A key focus will be driving modernization initiatives, particularly the systematic transition of the SAP system and accounting structures from cameralism to double-entry bookkeeping (Doppik). This position requires a highly analytical, implementation-oriented leader with strong expertise in public finance and budgetary law who can serve as the central point of contact for fundamental issues in financial and accounting matters, supporting strategic decisions for the departmental management. Required Skills

Education

Master's degree or University Diploma in Administrative Sciences, Economic Sciences, or equivalent relevant fields, OR qualification for the higher civil service career path (Laufbahngruppe 2, 2. Einstiegsamt)

Experience

  • Several years of professional experience in relevant areas, particularly budgeting, budgetary law, and controlling
  • Leadership experience or proven leadership knowledge (e.g., through training)
  • Experience in inter-departmental coordination processes and dealing with committees
  • Experience in project work and change management processes (Desirable)
  • Experience in handling double-entry bookkeeping (Doppik) (Desirable)
