The City of Minden is seeking an experienced and responsible Head of Department to lead the Citizen Services division, which includes the Citizen's Office, Foreigners' Authority, Registry Office, and Elections Project Team. This full-time, permanent position requires a strong leader capable of managing 62 full-time equivalent staff members. Day-to-day responsibilities involve comprehensive personnel leadership, strategic development of departmental processes, budget management, and internal coordination. The successful candidate will report directly to the First Deputy Mayor and will be tasked with optimizing workflows, advancing public-facing digital services, and ensuring high-quality service delivery for Minden's citizens. Key requirements include a relevant Master's degree or administrative qualification, coupled with multiple years of leadership and domain-specific experience within citizen services or public administration.

Required Skills

Education

Master's degree in a relevant field (e.g., Law, Administrative Sciences) or qualification for the second entry level of career group 2 in general administrative service.

Experience

  • At least two years in a leadership function with supervisory authority or as a deputy
  • At least two years of professional experience in one of the functional areas of Citizen Services (e.g., Registry, Foreigners' Authority, Elections)
  • Experience in personnel management and staffing procedures
  • Experience in coordinating internal and external representation
