Job Summary

This is a unique opportunity to lead and build a new Human Resources Development unit within the Federal Office of Administration (BVA), a key federal authority in Germany. The role involves strategically developing and implementing competence-based HR development processes, including talent management, succession planning, and modern leadership development programs. You will be responsible for expanding training and qualification offerings, including digital learning content, and ensuring the continued development of vocational training and intern support. Additionally, you will oversee operational integration management and health management. This position requires strong leadership in personnel and organizational matters, including budget management and strategic decision-making, and active participation in high-level meetings. The ideal candidate will be a proactive leader committed to equality and diversity, with proven expertise in HR development and a desire to shape the future of a modern, efficient federal administration.

Required Skills

Education

Master's degree or University Diploma in Economics, Administrative Sciences (e.g., MPA, MPM, MBA) or Psychology; OR Civil Servant in the non-technical administrative service, at least in salary group A 14 BBesO.

Experience

  • Professional experience in human resources development, including competence diagnostics and promotion, learning transfer management, adult education, didactics
  • Experience with learning management systems, e-learnings, and webinars
  • Leadership experience required, with a focus on equality, gender, and diversity competence
  • Advantageous: Knowledge of organizational and personnel processes in larger organizational units
  • Advantageous: Knowledge of personnel, collective bargaining, and civil service law, as well as general contract, procurement, and budget law
  • Advantageous: Experience in leading larger organizational units, preferably in human resources development
  • Advantageous: Modern personnel leadership and management competencies
