Job Summary

The City of Cologne is seeking a dedicated part-time Controlling and Cost Accounting Officer to join the Family Counseling and School Psychological Service. This role involves managing financial resources, developing new municipal financial management structures, and contributing to budget planning and year-end closings. The ideal candidate will be responsible for financial processing of foundation assets, applying for and settling state subsidies, and managing inventory and asset accounting. Required Skills

Education

University degree (Bachelor or FH Diploma) in Administration Sciences, Public Administration/Management, Law, or Economics; OR successfully completed administrative training course two (Verwaltungslehrgang zwei) for tariff employees; OR qualification for career group 2, 1st entry-level of non-technical administrative service for civil servants.

Experience

  • Professional experience in cost and performance accounting and controlling
  • Professional experience in financial resource management
  • Experience with New Municipal Financial Management (NKF)
  • Experience in preparing budget applications
  • Experience in monthly and annual financial closings
  • Experience in financial processing of foundation assets
  • Experience in applying for and settling state subsidies
  • Experience in inventory management and follow-up
  • Experience in asset accounting (in specific cases)
  • Experience in contract matters
  • Experience in developing conceptual frameworks for fundamental issues
