Job Summary
This role at the Heilbronn Police Headquarters involves leading and organizing the collective bargaining unit within the HR department. The specialist will be responsible for managing and planning positions for approximately 200 tariff employees, developing and updating collective bargaining agreements, and overseeing all personnel recruitment and management processes. Key tasks include handling employee leaves (parental, maternity), terminations, phased retirement, performance-based promotions, secondments, transfers, and managing allowances and bonuses. The position requires a strong background in public administration, excellent knowledge of collective bargaining agreements (TV-L) and labor law, and proficiency in MS Office. Required Skills
Education
Bachelor of Arts - Public Management, or Diploma in Public Administration (Diplom Verwaltungswirt/in), or Bachelor of Laws (General Financial Administration), or Diploma in Financial Administration (Diplom Finanzwirt/in), or a comparable administration-related Bachelor's degree from a university or college with a career-qualifying additional training.
Experience
- Professional experience in public administration
- Experience in leading and organizing a team/unit is implied by 'Leitung und Organisation des Sachbereichs'
- Experience in personnel management, including recruitment and employee relations

- Must be a civil servant (Beamter/Beamtin) in the higher non-technical administrative service or meet the requirements for such an appointment. Eligibility for civil service salary group A10-A12.
